Global mobile communication infrastructure supplier competition is getting very hard during 2001-2002. Along with the global mobile communication operator's investment reduction, each supplier revenue decrease seriously. How to keep company for the stable development is the most important for each supplier.The author has been working in the project management field of mobile communication infrastructure for years and have completed MBA program. After research the mobile communication project and analysis project management status of Motorola company, the author think the schedule and cost controling is the most important element in such hard competition situation. The author sum up and initializes one set of schedule and cost control system which use WBS as basis for mobile communication infrastructure project and validated in GPRS project of Sichuan.The author hopes that the thesis can help to provide new idea for the mobile communication suppliers to insure schedule and reduce project cost. Through analysis for the actual project management, using the method of the thesis for the schedule and cost control to increase the project margin. It will be very important for the mobile communication infrastructure company stable development in the future.
