Legal Research On Policy Bank

Policy bank has been more than 100 years in developed country, it become one part of financial system of every country, up to 1994, China has set up independent policy financial institution and real policy financial system. Due to the question of time, many foundamental factor of policy bank have not acquaintance accord agreement among researchers and practicers of domesticity is necessary that we should research the questions of Policy bank.The article is from the experiences of author in the bank for many years, it is debated on the base of being familiar to the bank knowledge. The article explains from the basical theory of policy bank, try to combine the development progress of policy bank, comparing China's policy bank system with that of the others and reseaching the foundamental question of policy bank. In order to give some suggestion to our own policy bank act of future, this paper contains 3 part.Firstly the article explains the conception of Policy bank and the law character which distinguish from other bank. It looks back policy bank history development stage and point out the new current in western countries.Moreover, it describes the major base and function of Policy bank. Secondly it analyzes policy bank' 4 foundamental characteristic; they are including characteristic of ownership, chracteristic of business and characteristic of purpose, characteristic of function. Thirdly it contains three question, the first question about policy bank' s nature, the second question about policy bank' statues, the third question about policy bank internal constraction. The fouth part, after introducting China policy bank' s existing state and problem and basing on conclusing of 3 part ahead, I give some legislative suggestion of our "Policy Bank Act...
