Study On The Financial Support Clause In Circular Economy Law:a Related Legislative Suggestion On Promoting Zhejiang Circular Economy

There is a close connection of mutual influence between finance and circular economy. Finance support promotes the development of circular economy in the way of assuring funding support at different stages of circular economy. On the other side, the development of circular economy is also a promotion on the financial reform. But now problems of the financial support extensively exist not only in Zhejiang province but also in the whole country. Those problems include the dysfunction of policy financial institution, lack of innovation in the commercial banks and the difficulty in direct financing through the capital market. Based on the circumstance of Zhejiang province I put forward the legislative suggestion which is also the approach to above problems on promoting circular economy. The suggestion includes establishing effective risk-share model for the corporation of policy finance, commercial finance and private capital, encouraging the innovation for circular economy in the commercial finance, building the PE-centered direct finance system, taking full advantage of international indirect finance and learning the experience of BOT and TOT from aboard to utilize foreign direct investment.
