The Commentary Of The PLA's Revolutionization, Modernization And Normalization's Building

In compliance with President Jiang Zemin's general requirements of "being qualified politically, competent militarily, having a fine style of work, strict discipline and adequate logistic support", and in close connection with the two historic objectives of "being capable of winning battles and never degenerating", our army have had great achievements in revolutionization, modernization and normalization. At the same time we are facing austere challenges and tribulations brought by the negative effects of market economy, the new military revolution in the world and the relative peaceful circumstances respectively against revolutionization, modernization and normalization of our army. In compliance with the requirements of the 16th National Congress of the Communist Party of China (CPC), the general thought to press ahead the PLA with becoming more revolutionary, modernized and normalized is that if we want to meet the austere challenges and tribulations brought by the negative effects of market economy and retain the nature, quality and style of work worthy of a people's army, we must fastly take the important thought of Three Represents as the guide in the army building, persevere in the Party's absolute leadership over the army and give first priority to ideological and political development in all our endeavors; if we want to meet the austere challenges and tribulations brought by the new military revolution in the world against our army, we must implement the new military strategic principle and take the preparation for military contend as the first task, establish the thought to accomplish the historical tasks of mechanization and IT application, thereby bringing about leapfrog development in the modernization of our army, carry out the strategy of building a strong army through science and technology and improve army's battle effectiveness completely by the progress of science and technology, and pay attention to the quality improvement by taking the road of fewer but better troops with Chinese characteristics; if we want to meet the austerechallenges and tribulations brought by the relative peaceful circumstances and put the army regularization forward, we must be fully acquainted with the significance of being strict with ourselves in new situations, implement the guideline of being strict with ourselves by taking strong steps and improve the system of military rules and regulations. In compliance with President Jiang Zemin's general requirements of "Five Sentences", pressing ahead the PLA with becoming more revolutionary, modernized and normalized, we must correctly deal with the relationship among revolutionization, modernization and normalization; we must follow the general requirements to do well fully in revolutionization, modernization and normalization.
