Cross-strait Integration Of The Army Study (1949 To 2008)

This paper through the investigation about the military-system transformation between the Chinese People's Liberation Army and the Taiwan's Army since 1949 to 2008,aims at ascertaining the skeleton of the military organization-conversion, comparing the similarity and discrepancy of the system-innovations and organization-conversion,expounding the evolution law of the system-arrangement in the course of the organization-conversion, discussing the similarities and differences of the modernization-development between the cross-strait military.According to the different characters in the organization-conversion of the cross-strait military,this paper divided into two stages: construction time and the deconstruction time. Since 1949,the Chinese People's Liberation Army studied the Soviet Union,and the Taiwan's Army imtated the military-system from the United States,they worked up characteristic mechanization of the military-system during the followed 30 years. In the 1980s,the cross-strait military had changed strategiclly,continuous organization restructure and continuous military-system adjustment,showed more obvious differences because of the different army-establishment aims.So far from 1991, as the advent of the world's new military revolution, organization-conversion has come into a overall period. Through the institutionalized design,the cross-strait military both have re-shaped the organization and compressed the army amount,which has showed more similarities in the system-arrangement.Military system is an important manifestation of the military construction. In the past 60 years, the cross-strait military had finished the transformation from the semi-mechanization and mechanization to the mechanization and informationization through the structure cutting , battle-effectiveness transformation , and system adjustment. The policy of the army-building between the cross-strait still have significant differences, both institutional innovation and military-transition paths are differ. The Chinese People's Liberation Army finished the transformation from the quantitative and extensive style to the qualitative and effective style,and the Taiwan's army tried for the balance development of the aeroamphibious, with a view to achieving "adequate capacity, excellent quality, and mighty power" target.
