The PSDCS construction is a complex social project, inseparable from the leadership and support of the Party and government at all levels, the participation of the public, whereas public security institutions are a vital force. This requires that these institutions, in the course of the PSDCS construction take, as very important, the coordination of each department, quick- response and the socialization of security protection; deal with the utility of the police resources; establish and perfect a practical functioning mechanism. In the last part of the essay, basic ideas about the PSDCS construction are advanced: dependence on the Party and government, cooperation between the police and the public, beginning with punishment of criminals, defense strengthened by administration, humanity orientation, stress on both punishment and defense, perfection of networks, to ensure stability.
