Wenzhou Public Security Bureau Patrol Control System Research

As China enters a critical period of comprehensive deepening reform,the economic and social development speed has evolved to a new height.However,the consequent social structure and social needs have become more and more complicated,and many new features have emerged.While we enjoy the benefits of rapid social development,there have also been many problems:Frequent occurrence of various criminal cases,diversification of public security issues,and so on.Compared with the traditional policing that fighting crime is the primary task,contemporary policing work can not only be satisfied with this.Therefore,our national public security organizations have changed their work patterns and explored an effective model based on the patrol and control on the purpose of achieving crime prevention and social control.In order to improve the construction of Wenzhou public security patrol and control system,this paper uses literature review,empirical research and other methods to seriously summarize the current situation of construction of Wenzhou public security patrol and control system from the perspectives of public governance theory and public service theory.At the same time,the article also analyzes the deficiencies in the work,puts forward some problems including inaccurate patrol control system construction concept,inadequate patrol control power,unreasonable configuration,insufficient degree of specialization of patrol control,and insufficient depth of mass prevention and mass treatment,and points out that the main reasons for the above problems lie in the lag of the concept of patrolling policing,the lack of scientific allocation of police force,insufficient specialized training,insufficient understanding of mass prevention and mass treatment and the lack of awareness.At last,we have studied the advanced practices of other cities and explored the countermeasures and ways to improve the construction of the patrol control system combining with local specific conditions.The specific measures are as follows:Firstly,build the concept of patrol and control in line with the development of today’s society,including the concept of establishing multi-faceted and multi-sectoral governance and the concept of establishing active service and preventive control.Second,build a full-time,professional patrol and control force,which needs to propose innovative mechanisms to increase training,carry out continuous systematic training and standardize the construction of the auxiliary police teams;Third,in order to solve the problem of insufficient grassroots police force,it is recommended to change ideas,do a good job in safeguarding work,and strengthen long-term mechanisms;Fourth,refine and upgrade the construction of the " light project" system.This work is mainly to improve the structural configuration,classify the police boxes of the " light project";improve the mass prevention and mass treatment work under the new situation,including raising awareness of thoughts,creating a social atmosphere,strengthening the function of the organs,and perfecting the prevention and control system.
