| In recent years, with the continuous development of Dalian city, the transformation of economical society and the government functions, new industry and new groups which easy to breed safety problems are constantly emerging. High-tech crime and violent terrorist activities upgrade which have brought some obvious inadaptation to the public security organs taking part in the social management. The contradictions of insufficient police strength have been increasingly emerging. There are still some contradictions and problems in the social construction and management.With the deployment of accelerate the construction of three-dimensional public security prevention and control system from the ministry of public security, Dalian has launched many new effective initiatives in public security prevention and control management.This article studied the theory of the construction of crime prevention and control system in our country, and analyzed about the present situation of Dalian city public security situation and the situation about the public security prevention and control, mainly from the angle of the command center of Dalian public security bureau. Based on detailed data and cases, Puts forward some problems existing in public security prevention and control management, and analyses its causes.Demonstrate the plan of Dalian public security prevention and control, drawing lessons from the advanced experience of home and abroad. Explore three kinds mechanism of building the public security prevention and control of Dalian, and puts forward a variety of supporting measures of the management of Dalian public security prevention and control. To strengthen the construction of a new type of public security prevention and control system with public participation, rapid response, and information sharing through propaganda guidance, strong science and technology, increasing investment, optimizing the police, we shall guarantee the peace of Dalian. |
