Study On Several Problems In Implementation Of ISO9000 Standard In WISCO

Taking Wuhan Iron and Steel (Group) Co. (WISCO for short) as the object, the writer discussed the historical background, basic modus operandi and experience of the implementing standard family of ISO9000 in WISCO (hereinafter referred to as Implementing). Furthermore, the problems appeared in the process of Implementing and the reasons both in subjectivity and impersonality have been studied specially. Also, the writer canvassed the possible methods and measures to solve the problems.WISCO introduced and began Implementing Standard after pushing TQC and the system has been successfully formed in the company. The relationship of Implementing Standard and the pushing TQC would be presented naturally. The writer considered that Implementing Standard and the pushing TQC have the same targets but different historical accidents, the same fundamentals but different target levels, the same principles but different paths. The sameness and differences indicate Implementing Standard and the pushing TQC distinction but support each other and play important roles together in the company's development.The study background and technical route have been introduced in Chapter 1, Preface.For making the study and discussion deeply and fully, the writer discussed briefly, in Chapter 2, the forming process of ISO9000 standard family, the basic structure and features of the standards and the status of pushing the standards in countries all over the world and in China.In Chapter 3, the writer summarized by the numbers the successful experiences of Implementing Standard in WISCO which, no doubt are very useful for other enterprises. The experiences included the historical background and the scientific system design, the strict operation measures, the basic modus operands, the correct treatment of the relationship between Implementing Standard and the attestation to promote the extension of Implementing Standard, the correct treatment the relationship between object configuration quality and worth configuration quality to deep the "cost and benefit action", the correct treatment the relationship between the quality control system and science and technology innovation system to progress in technology.The standard family of ISO9000 is a guide of control system and action. There are many idiographic requests on the system to be obeyed and works to do in Implementing Standard. Meanwhile, the attestation certificate of standard family of ISO9000 is the indispensable condition for the company to enter market. There are some operators in WISCO who are prefer to short time work only for getting the certificate than insisting on a lone-term endeavor to obey the requests of Implementing Standard. Their actions rebated really the validity of Implementing Standard.The fourth Chapter is the emphasis of this paper. Aimed at the problems occurred in the process of Implementing Standard, from three aspects that are Implementing Standard to deepen TQC, to enhance the validity of the quality management system and to improve the enterprise integrate diathesis, from the side of combination of the scientific background and particular factors given by WISCO, the writer took apart deeply the reasons both from subjectivity and impersonality as well as the interplay and the relations. Also, the writer brought forward the probable route and measures to overcome the problems. The writer pointed out that Implementing Standard should be tight combined with the company's develop strategy to have excellent products and name brand in mind, combined with the company's management plan to have pursuing outstanding in mind, combined with the company's culture to have taking human as center in mind, combined with the pushing ISO 1400 AND OHSMS1800 to have strengthening the company's integrate competition in mind.
