The guideline of both the construction and systematic reformation of electric system has been definded in the 5th Session of the 15th National People's Congress of CCP. The construction of the electic system should future-oriented regulate the structures of electric power supply, reinforce the construction of electric grid, promote the connection of national grid. The electric system should perfect the reasonable form of electric price and put up further reformation by the way of separating power plant from electric grid and introducting competition in selling electricity.Strengthening the electric system's reformation , is the requirement of the productivity which has developed to a certain level, is the urgent demand of consummating the socialistic market economy system, and is also the objective rules of development of electric industry worldwide c Along with the changes in electric supply and electric demand, the power capacity has gradually become abundant now in contrast to insufficient before. It is the time for us to market our electrical industry according to the development of nationwide electric grid and improvement of electric technology.The mainline of electrical reformation is to separate power plant from grid, to further open our electric market, to break the electric monopoly and intrudue competition to sell electricity, to take advantage of the basic roles of market in distributing resource.We can abtain considerately good profits by introducing competition and intensifing vitality. Everyone knows that china has joined WTO,so, china will continuously open its investment area and be more attactive to foreign investers. I believe that more and more foreign companies will invest in china to build power plant in the immediate future. That will not only introduce new stimulation to Chinese electric market,but bring unprecedented serious challenge to our native power plant as well.The number 5 document "electric system reform scheme" of the 2002 State Council shows that the unity of power plant and electric grid will be broken. It demands each power plant to run independently in the electric market according to its own trait. So the interests of power generation enterprise will be determined only by its ownmanagement ability. Because of the srious competition in electric market , the power plant will either grow more stronger or be died outc The most important thing for power plants is to seriously change their mind that they are protected by goverment and electric grid, and improve the ability to abtain the most production at the lowest cost.and to be more competive in market. In order to abtain this goal.we must speed up the research about inner systematic reform of power plant.Under the guide of teacher Zhou Jixiong, through referring to the technical materials, combining my practical working experience in thermal power plant and the reformation which the electric system must confront, the writer made a deep study on how to reform the inner market system and improve the competition in power generation enterprise. In this thesis, the writer has put forward both the theoretic basis and the specific methods of reformation.
