On The Course Of Professional Diplomats' Replacement Of Non-professional Diplomats In The Late Qing Dynasty

During the course of China's diplomatic system evolution from trdition to modern ,there had been a tendency that professional diplomats replaced non-professional ones step by step.Before the Jiawu Battle,the replacement was very slowly because the Qing Government din't attach importance to diplomacy so that diplomats' specialization was very low on a whole and traditional intellectul controlled most important positions of diplomacy.After the Jiawu Battle,the Qing Government faced more sever international situation during which he promoted the replacement .The Qing Government established Chu Cai Guan to cultivate qualified diplomats and set up specific diplomats system by which he wanted to promote this replacement.Those measures took effct and the creer diponmats held most of important posts in the legations and most dipomats' ablity were higher than before.Though the replacement had not been completed in the Late Qing Dynasty,it undeniably occupied a important place in history and exerted a great influence on the later garments.
