Research On Reform Improvement Of Unemployment Insurance Laws After China's Entry Into WTO

After entry into WTO, China will speed up its construction of market-based employment system, and there will be a higher unemployment rate. These call for further improvement on Unemployment Insurance Laws and Institutions, which is of theoretical and practical significance during the social-economical transforms. This thesis mainly adopts comparison analysis to study it by drawing on the experiences of other countries. Correct identification of functions is fundamental to reform the Unemployment Insurance Laws, which should be aimed at promoting and ensuring the establishment and development of market-based employment mechanism, covering the basic needs of the unemployed as well as activating them reemployment as soon as possible. It is argued in this paper that the goal of the reform is to establish a complete system of Unemployment Insurance Laws, the most urgent is to effectively uniform the related regulations into one track, the focused measures should include revising , widening the coverage of unemployment insurance, reforming the financing institutions of unemployment insurance funds, identifying reasonable treatment as well as establishing sound dispute settlement mechanism of unemployment insurance.
