On Administrative Monopoly

Along with the development of our socialism market economy, the problem administrative monopoly attracts more and more attention. The administrative monopoly actions are those used to eliminate or limit the market rivalry by the government, which differs from the state monopoly or economic monopoly. Because the government and all of it's departments and all the organizations with certain administrative power have the power to eliminate or limit the market rivalry to a certain extent ,they all can be the executant of administrative monopoly. We can divide administrative monopoly into legal and illegal ones according as they are authorized or unauthorized by law or state police. In right market economic system ,the authorized administrative monopoly actions only exist within certain scope, which are used to overcome the limitations of overmuch market rivalry, and to strike a balance between the economic profit and other social value. The unauthorized ones are results of traditions and real-life interest, which destroy natural economic order and do great harm to the development of our market economic. We should endeavor to solve the problem through the ways specialized below: firstly, improve the law; secondly, quicken the reform of political and economic system; finally, reinforce the supervision and punishment means, especially judicial means.
