The allocation in non-agriculture market for rural labors is the necessity of economic development, and also a major channel for the farmers to gain the earnings. As the source of reducing the transaction cost, allocation institution is the key factor to help realize allocation in non-agriculture market for rural labor and realize high efficiency in allocation.This thesis uses the theory of transaction cost to have an analysis on the evolution of allocation institution in non-agriculture market for rural labors, and the high cost in present allocation institution, one of the important factors affecting rural labors' allocation in today's non-agriculture market. Finally, it puts forward a new institution aiming at reducing the transaction cost and improving the allocation efficiency in the non-agriculture market.This thesis includes five chapters as following:Chapter I begins with labor allocation in non-agriculture market, then analyses today's rural labor allocation and points out some problems existing in it and at last it leads to the conclusion that allocation in non-agriculture market is a natural channel to transfer the rural labors.The second chapter examines the historical evolution of the allocationinstitution of the rural labors and meanwhile points out that the high transaction cost is the basic motivation for institution transference.The third chapter begins with the transaction cost theory and analyses the choice of institution for the rural labors' allocation and its efficiency in practice.The fourth chapter puts forward a new institution for rural labors' allocation in the aim of reducing the transaction cost and improving the allocation institution's efficiency.The fifth chapter is the conclusion. It gives some questions to be considered in the future.
