First of all, the thesis introduces the definition of agriculture mix and that of restructuring, as well as the underlying theory: Theory of Transaction Cost in New Institutional Economics (NIE). Then, the author makes a brief review on the history and the present condition of agriculture restructuring in China. On basis of pinpointing some problems as well as progresses made in the process, the author argues that a further restructuring is highly needed and should be put on high agenda. In the second part, adopting the methodology and framework of NIE, the following four issues are carefully analyzed one by one in relation to institutional dilemma in the process of restructuring from the perspective of Transaction Cost(Trans-cost),: (1) Trans-cost in stimulation--incomplete property right; (2) Trans-cost in risk-control-role of organization; (3) Trans-cost in deep-seated problems- institutional inertia; (4) Trans-cost in tech-transfers-bottle-neck of technology. In addition, experience and practice of China's restructuring is used to support the supposed theory. Meanwhile, theory is employed in turn to explain the reality. A thorough analysis is made here to identify the root of the problem why restructuring can hardly move fo:rward. Finally, the conclusion is drawn that a reform of our current institution should be carried out to adapt to dynamic environment and market laws, based on a clear and correct definition of function boundaries between government, organization and market. Farmers' involvement as well as their own choices should be emphasized and respected so that the reform is channeled into a right direction. Only in this way, the overall competitiveness of agriculture can be significantly improved and the goal of building up an all-rounded comfortable society with higher level of development that benefits all the people can be obtained.
