With the western development and the rapid growing of cities in China, the demand for infrastructure is increasing sharply. Build market-oriented mechanism in infrastructure is the reform direction. BOX is one of the most prevailing and effective approaches of non-governmental capital participating in this field.Xhis thesis mainly focuses on four aspects as follows:At the beginning, the concept of BOX, the forms of BOX and the advantages of BOX are introduced. How to utilize the BOX mode in other countries is also reviewed in order that we can learn from their experiences.Under the background that more and more domestic non-governmental capital are invested in infrastructure in the forms of BOX, the importance, feasibility and the suitable area it can be applied is discussed.Because there are many problems in the operating process of BOX in China, the organization, the contracts and the standard operating procedure of BOX is studied in the thesis.Proper strategies of risk allocation are especially crucial for successful BOX projects. As a result, we make a deep study on risk in the fourth part. Firstly, the characteristics of risks in BOX projects are described. And then all kinds of risks are identified and classified according three criterions. After that, based on the theory of risk allocation, the thesis makes a study on how to distribute the risks and how to manage them efficiently.At the end of the paper, the obstacles that affect the utilization of BOX mode are found out and some advises to solve these problems are put forward.I hope that the results of this thesis are helpful to solve the problems in the applying of BOX and can make full use of BOX in our infrastructure field.
