The Research Of TBOT Financing Pattern For Domestic Civilian Capital And Its Risks

It is known that the infrastructure construction is a prominent problem of society economy and politics in the world. It restricts national economy development like a "bottle neck" . Our country, as a development country, its contradictions especially manifest standout because of capital deficit infrastructure's capability inadequate and people's increasingly living demand. To solve these problems, BOT or TOT financing patterns has been adopted, but some disadvantages are discovered during putting it into practice. In order to inherit its merits and conquer these disadvantages, a new financing pattern-TBOT is advised.Some foreign scholars have done much research on BOT, but the paper about TBOT is few. Through consulting on the internet, it was involved in the Zhang-hong' s master graduate paper. In this paper, the elements of TBOT pattern are enlarged and some details are modified, namely:(l)TBOT pattern's frame chart is put forward and its unique characteristics are elaborate discussed.(2) conception sketch and cash flux chart are brought forwand.(3)TBOT project is classified two lays according to whether BOT or TOT project has obvious income, through the joint of its two lays and project combination, the development trend of TBOT is found out.(4)With regard to its operation procedure, the differences are emphasized among TBOT, BOT and TOT. If TBOT pattern wants to exert positive function in the infrastructure construction field, it must be sustained by government from standardizing management and making law perfect broadening investment field.The foreign capital is one source of the infrastructure construction in our country and the domestic civilian capital is other source because it has been increasingly abundance. In this paper, TBOT's principal part of investment is pitched the domestic civilian capital. Then the feasibility to TBOT is full analyzed on three aspects--the government the domestic civilian capital and the infrastructure construction. And then the author has forecasted its operational premises and obstacles. Finally, aiming at these obstacles, some primary measures are put forward.With entering the infrastructure construction field, domestic civilian enterprises must be confronted with how to deal with the TBOT' s risks. This article is reviewed the project company' s risks who is the core role of TBOT. After being investigated, the key risks are found out and brought forward some relevant measures.
