A Preliminary Search Into EDZ's Governing Model

Economic development zone (EDZ) is the "test field" of China's openingup and reform, and its establishment and development play an important role in promoting the growth of GDP, speeding up political modernization and maintaining social stability. As viewed from the deep-seated commonness of various EDZs, they, promoted and administered by governments directly or indirectly, are newly developing, opening area with particular functions and goals. Hence, they all try to establish some effective governing model. Through analyzing the governing model of EDZ, this paper tries to put forward theoretically a new angle of researching EDZ issues, as well as a new direction of reforming governmental system, and provide practically theoretical guidance for Chinese EDZs so that they can reduce their experimental cost in governing.Adopting case method, the author analyses and compares three typicaleconomic development zones--Shanghai Songjiang Industrial Zone, ShanghaiSongjiang Export Processing Zone and Shanghai Songjiang High-Tech Park--andreveals a new tendency of governing model of EDZ that is service-typed with the orientation in market demand. Practice has been proving that a flexible, market-oriented, democratized governing model, which comes into being through resolving public business problems, improving work efficiency of government dispending on market mechanism under fair, righteous precondition, is capable of promoting long efficient economic development in EDZs and their neighboring regions, and enhancing prosperousness and civilization in the whole society.Governance in EDZ comes down mainly to two functions--offering publicgoods and decision-making, which in turn are definitely based on the framework of governmental governing model itself. Therefore, to innovate EDZ's governing model, we should focus on public goods-offering pattern, public decision-making pattern and governmental organizational pattern through strengthening the reform on new governance concept, perfect institutional system and advanced technologic means.
