Since the late 1980s,with the rapid growth of economy and population, the over-increasing investment and rarity of land result in the irreversible soaring of land value in the urban and rural areas. The inherent system of the land value increment and revenue distribution has become the focus to the academic and government.This paper uses theory and normative method, based upon the definition of the land value, studies the inherent system of the land value increment, and applies the land rent theory so as to set the model of the urban land value increment. It also analyzes the effect of urban planning on land value increment by the instance of urban planning, proposes the coordination between social,economic,and ecological value in urban planning, advances the corresponding count measure by presenting the detailed analysis the phenomena of increasing Floor Area Ration in practicing the urban planning.From the theoretical angle, this paper sets up the model of the land value increment revenue distribution calculation, learns a lesson from the successful experiences of the foreign countries, and presents the way in terms of reforming the revenue distribution of land value increment for China. The new way is to impose the regular land value increment tax, with the core of sharing the revenue of land value increment on the step of land preserving, so as to ensure the state obtaining the revenue of land value increment in the general meaning. As for the infrastructure invested by the government, we should learn a lesson from the sharing system of the other countries, adopt the principle of "whose income who bears" , "the larger proportion, the more responsibilities," bear the funds of public facilities reasonably.This paper has important value for the government to establish the policy of urban planning, land utility and revenue distribution.
