| Current region economic development and city development should be deployed on different type and energy grade cities in region economic system. This development should excess traditional administration region and rely on economic region to integrate factors and resources, and then obtain resources' optimal configuration and scale economic effect. Current region economic development should promote region economic integration and city sustainable development according to city cluster's driving, city circle's establishing and city band's forming. This paper analyses and evaluates city cluster's energy grade distribution in China's three large economic regions in order to provide some meaningful and important research results for China's three large economic regions development. Chapter one introduces the general situations, characteristics and important functions of three large economic regions. Chapter two introduces and analyses the main theories about region economic, city economic and city function, especially the growing pole theory, grads transfer theory and core-brim theory etc. According to these theories, chapter three constructs city function system (including city strength system, city ability system, city energy system, city potential system and city charm system ) and region economic system (including city cluster, city circle and city band). These two systems provide theory basis for city energy grade evaluation and region economic integration research. Chapter four establishes the city energy grade evaluation index system. Basing on this index system, this paper analyses and evaluates the city energy grade of three large economic region using principal component analysis and SPSS11. According to cluster analysis and SPSS 11, chapter five analyses and obtains the distribution structure of city cluster's energy grade. Finally, chapter six brings forward some significant schemes, strategies and key problems about region economic integration development.
