The modernization of the traditional meaning, refer to from economic society of agriculture to the course which the industrial economy society changes. The modernization concept of today, for developed country, refer to from industrial economy society to the course which the knowledge economy society evolves mainly; To developing countries, mean mainly that it accelerates development, catch up with the course of the developed country.The research of the modernization theory is of long standing and well established. The research intensified continuously in the whole world in World War II is hot, so it push the topic to the academic theory front constantly. Many schools of thought emerge from it, and they annotate the modernization in terms of their own theories. This text review the domestic and international modernization research theory briefly in the preceding chapter, then introduce the author's understanding to the modernization definition and our country's modernization essential feature.At the present, modernization research lays particular emphasis on the quantitative analysis respect, but it is still at the starting stage to the modernization evaluation index system and research of the appraising method, have not formed the unified evaluation index system yet. How to design the scientific rational modernization evaluation index system, it is hot questions probed into of scholars. This text catches modernization definition and intension tightly, on the foundation which the author analyze current main four modernization evaluation index system both at home and abroad, combine the national conditions of the present stage of our country, consult the international index standard, establish the modernization evaluation index system which accords with the national conditions of our country. Then this text utilize indexation transformation, principal component analysis and cluster analysis to analyze and appraise our country's modernization development state of 2001 and 2002 respectively, and compare the analytic results with actual conditions in order to prove that the analytical method of the real example is rational.On this basis, this text put forward the policy recommendations of advancing modernization of our country in an all-round way.
