Study On Countermeasures For The Development Of Circular Economy In The West Of China

The west area is the ecological barrier of China as well as the potential for the development of our economy. The West Development must cover both the construction of ecological environment and the facilitation of economy. Industrialization is the drive for economic development of the west area. How to harmonize economic development and environmental protection in West Development? The circular economy in those developed countries has given us some inspiration.This article analyzed relevant theories to get better understanding of circular economy:(1) By adding "decomposer" to economic system, circular economy has built a circle of resource-products-recycled resource, by which the harmonization between economic and ecological systems is achieved.(2) Three principles must be observed in circular economy, and they are Reduce, Reuse, Recycle in turn. According to the order of the principles, the practice of circular economy must conduct cleaner production in enterprises, form ecological community of industry, and build 'Vein" industry.(3) Circular economy has incarnated the connotation and concept of Sustainable Development, and it is the ideal choice for our country's sustainable development.From the development of circular economy in developed countries, we can get some experiences:(1) to improve the legal system;(2) to accelerate cleaner production in Enterprises;(3) to enhance the research and development of science and technology;(4) to reinforce environment educationThe idea of circular economy has been introduced in our country, and there are some problems for our development of circular economy, for example, the government, enterprises, and the public cannot act properly.Our country's emphasis on the sustainable development of west area and its relevant policies have provided opportunities for the development of circular economy in west area, and the westarea can also get reference from the practice of developed countries. However, the ideas of government officials, enterprises and the public, environment management system, deficiency of technology, and improper organization and management have formed barriers for the west area. Thus, we must:(1) Strengthen the administration of environment protection;(2) Improve the organization and management of enterprises;(3) Increase the investment of circular technology;(4) And adjust the distribution and consumption of products.
