Theoretical Thinking On Developing Circular Economy In China

Traditional development view is supported by development view and development mode focusing on human beings, been limited in economy fields, with the goal of material wealth increasing, which results in the environment pollution, ecological damaging, resource and energy crisis, global environment problems, etc., threatening living and developing of human beings seriously. Yielding, forming and rising of the conception of sustainable development, is the result of rational thinking on the generation origin of those problems, during the process of solving many social problems when keeping the environment as central. Since common understanding was reached on the sustainable development among all nations around the world in 1992, we have been conscious that, facing at the future, it is imperative for China to promote sustainable development. However, how to implement the sustainable development in practice was the most important problem. The mostly developed countries such as German, Japan, and other developing countries actively explored economy approaches to promote sustainable development, and then brought up an important approach to implement the sustainable development, i.e., developing circular economy , ant then paid close attention to developing circular economy. They have obtained some positive effects by exploring and practicing in legislations, institutions and technologies, etc., accompanied with theoretical research of circular economy. The circular economy is a close loop economy system with "natural resource-products and manufactures-renewable resource", characterized by resource saving and recycling utilization, also named resource circular economy. The establishing of circular economy is depending on the behavior criterion, named "3R Policies", i.e., Reduce, Reuse, and Recycle. Reduce is the input port, aimed to reduce the quantities of materials which are conducted into manufacturing and consumption process. Reuse is belonging to procedure methodology, to extend time intensity of production. Recycle is the output port, in which final throughput is reduced by reusing wastes. There is priority sequencing problem existing between different levels of circular economy. Developing circular economy is a new economy configuration to adapt optimizing economy structure, utilizing resource in reason, protecting entironment, pushing sustainable development, and will become a developing trend in 21 century. Developing circular economy is not only an important approach to implement the sustainable development, but also an effective measure, and it is very significant. In this dissertation, by referring the new research results of circular economy in the home and aboard, based on the situations of our country, the author thought that it was no time to delay to develop circular economy in China. Moreover, by means of research on analysis of confinement factor when developing circular economy and working basis in China, the author put forward that the government should play the dominant role in the process of developing circular economy. Furthermore, the author combined the experiences of international community and put forward some thoughts and countermeasures in establishing circular economy in China. This dissertation is composed by five sections. In the first section, evolution from the sustainable development to the developing circular economy was summarized theoretically. Through reflective thinking of traditional development view and research on evolvement of traditional development view, the rising of circular economy development mode accompanied with forming of the thought of developing circular economy has been discussed. Employing the sustainable development view, conceptions, connotations and principles of circular economy were analyzed systematically, and circular economy as an important approach to implement the sustainable development was pointed out. In the second section, necessity of taking a new road to the new type industrialized approach for developing circular economy was proposed.Drawing on the new research and practice results of circular economy in the home and aboard, based on the situation of our country, the author thought that it was important to develop circular economy for take a new road to the new type industrialized approach in China. Besides, circular economy has achieved some progresses, and has a certain extent working foundation. In the third section, the confinement factors of developing circular economy in China were analyzed. Although circular economy has achieved some progresses, and has a certain extent working foundation in China, there are many confinement factors, because it is necessary for government, enterprise, the publics taken an active part in developing circular economy, with all of aspects of society living involving in, which results in there are a lot of confinement factors need to be overcome, such as understandings mistakes, system confinement, technique confinement, distemperedness of the legal system. Utilizing the analysis of those confinement factors deeply, it can be understood profoundly of the problems in the process of developing circular economy, and seeking the countermeasure of solving the problems. In the fourth section, what role the government should play in developing circular economy was discussed. Under the modern market economy conditions, the government is not the direct provider of economy increasing, but acting as cooperator, catalyzer and promoter. Specially in propelling developing circular economy, the government is major propeller, and must play the catalyst role. In the last section, thoughts and countermeasures of developing circular economy in China were proposed, which was the most important part in this dissertation. The purpose of all analysis of above sections was to provide a set of effective and maneuverability measures, which would acquire the most effect with the least effort. We must draw on the achievements of the international experience and method on developing circular economy during developing circular economy. China is just in a period of heavy industrialization process, which would acquire the most effect with the least effort on developing circular economy by giving priority to the chosen fields.
