Because agriculture is the base of the whole economics, and it faces both natural risks and market risks, therefore, most countries in the world give special support and protection to it.Our country is a large agricultural country , it is vast in territory and rich in agricultural resources. But the natural conditions are various, and many kinds of biological disaster encroach on crops, and it has bad results. After China entered WTO in 2001, our country faces with twofold pressures on agriculture: one is the pressure coming from the alien pests and plant diseases; the other is that coming from the alien agricultural products. Therefore, we must prevent the entering and spreading of quarantine pests and plant diseases, and control domestic pests and plant diseases. It is very important to our agriculture production and agricultural products trade.Controlling pests and plant diseases plays an important role on the safety of our agricultural production. Pests and plant diseases reduced the yield and lowered the quality of crops, damaged the sustainable agriculture development. Alien pests have become a hidden peril to the safety of agriculture production in China. Plant quarantine is the useful measures to cut down the way spread by the people or by agricultural products trades. In recent years China plant quarantine has kept an safety surrounding for agricultural production, enhanced our control on the domestic pests, saved huge economic losses for country. Controlling the pests has also played an important role on import and export trade of agricultural products in China. It has got success in providing stable and clean agricultural products which fit the requirements of import country, and through breaking the quarantine barrier of trade partners, promoting agricultural products export. China plant quarantine has also succeeded in ensuring the safety in importing the plant and plant products which are demanded by China and protecting the domestic agricultural product market.Pests control for crops depends on government, agricultural enterprises and fanners. But the government plays the leading role. The government responsibility is to carry out plant quarantine, to enhance plant protecting and administer farm chemicals.In the most countries, their governments attach importance to the pest control on crops. They have sound plant protection organizations, perfect plant protection and quarantine laws, scientific technology standards, advanced equipments, and very good run mechanism. And also many countries use the quarantine barrier to prevent foreign agricultural product import, and to protect domestic agricultural production, the struggle will be more intense.Through the development of past more than 50 years, China plant protection and quarantine has constructed good bases which includes relative sound organizations and stuff, a system of laws and regulations, some basic equipments, inspecting and controlling pest methods, rich experiences in plant protection and quarantine.Since China entered WTO, we have new situations to agriculture development. Our agriculture production must face to domestic and international markets. Agriculture product trade will be enlarged. International exchange will be enhanced. The pace of conducting plant protection and quarantine according to international principles will speed up. However, the task of plant protection and quarantine will become more strenuous, the responsibility of protecting domestic agricultural product market will be more significant, the difficulty of breaking the foreign market will be more great.
