The control of plant disease and pest is an important component in agricultural production. With the development of society and the improvement of living standards, except for safeguarding the steady of agricultural yield, the control of plant disease and pest is given more responsibility such as the improvement of the product's quality, the protection of the agricultural environment and even the sustainable development of agriculture. The entry to WTO quickened the adjustment of agricultural structure and made green barriers block the export of farm produce more outstanding. In this situation, more and more people pay their attentions to the problems of using pesticides reasonably and food security, requesting decreasing the usage of the pesticides and below the dependence of using pesticides, which plays an important role in the control of plant disease and pest. How to maximize the benefit of using pesticides is a problem to be solved urgently. Studying the act of those active main bodies that have the great impact on the control of plant disease and pest is necessary and important both in theory and in practice. By analyzing their impact on the control of plant disease and pest, we can supply the essential theoretical support and policy choices for the optimal control of plant disease and pest.The paper carries out study based on the analysis above, emphasizing the eco-economic analysis of the control of plant disease and pest on the act of economic active main bodies. By analyzing their impact on the control of plant disease and pest respectively, the paper put forward some countermeasures and suggests to restrict their irrational acts in order to promote the harmony of ecological benefits and economic benefits of the control of plant disease and pest. The paper consists of five parts:In the first part, the ecological and economical characteristics of the control of plant disease and pest are illustrated and the relationship between ecological benefits and economic benefits of it are analyzed. After summarizing the eco-economic problems emerging in the course of the control of plant disease and pest, the paper points out that these eco-economic problems originate from the mismanagement of dealing with the relationship between ecological benefits and economic benefits; only realizing the harmony of the control of plant disease and pest, can we control the plant disease and pest sustainably.The second part reviews the developmental history of the control of plant disease and pest and analyzes its tendency, concluding that the control of plant disease and pest has began to follow the natural rule of agricultural eco-economic system, focus on utilizing the balance of ecological system to control the plant disease and pest and pay more attention to the harmony of agricultural ecological benefits and economic benefits.The entry to WTO will affect our agriculture deeply. The impacts of green barriers on the export of farm produce are more and more severe which bring forward new request for the control of plant disease and pest. In the third part, the background and origin of green barriers are analyzed. At the same time, the challenges that the control of plant disease and pest has been confronted with in the adjustment of agricultural structure are discussed. According to the study, the paper points out that we must change the current control pattern of using pesticides preferred to cope with these new problems.Both the harmony of ecological benefits and economic benefits and the change of the pattern of the control of plant disease and pest lie on the rational action of people.
