Study On The Sustainable Management Of An Ecological Village In The Mountain Area In Beijing Suburb--A Case Study Of BeiZhai Village In Huairou District

With major focuses on the sustainable management mode of ecological village in the suburbs of Beijing, this thesis analyzed the compound system of nature-economy-society of Beizhai village of Huairou district. Meanwhile, its organization building and management functions at grass rooted village level were investigated.(1) On natural resources, Beizhai village is short of arable lands, which is one of major limiting factors restricting agricultural development of this village at a larger scale. Therefore, fully utilizing the land resource, rationally planning agricultural production, and developing diversified economy will be the feasible measures for agricultural development in Baizhai village. Baizhai village naturally has great potential for eco-tour development, thanks to its picturesque scenery. Taking advantage of its geographical location, eco-tour accompanied by tertiary industry development should become an effective approach to building up a sustainable ecological Baizhai village.(2) On the construction of economic organization, Baizhai village is mainly composed of collective economy, coexisted with other economic forms. The development of collective economy had found the material base for village infrastructure, public goods or welfare as well as the social security system. As an auxiliary form, the development of self-employed economy had played the role in raising peasants' income, widening villagers' employment, and maintaining the stability of the basic society.(3) On society's organization construction in Baizhai village, a series of reform measures had been taken, such as administration simplification and financial supervision. In the course of implementing the reform measures, the tactics of village leaders played a decisive role. As the adoption of marketing and industrialization of rural economy, management regulations on organization will need innovations, which will be an important aspect for sustainable development of rural economy.(4) This thesis also investigated the sustainable management mode of ecological Baizhai village. Emphasis should be put on raising peasants' income, perfecting supervising mechanism of assets, defining the right to use of the assets and power of management in order to strengthen the collective economy as a locomotive. Giving play to the service function of the organizing system, establishing a perfect rural social security system will be required to improve villager's living standard. Enhancing investment to agricultural education and adopting various forms of professional training will be also necessary for higher quality and stronger competitiveness of rural labor force.
