But with the further reformation in our socialist market-oriented economy, the outer surroundings of them have changed greatly. They are confronted with sever challenges in their survival and development. In answer to these challenges, the enterprises must make full use of the inner human resources who are the most active and valuable power.This article bases on the village and township enterprises in Jiangyan. I use demonstration method to analyse the process of its development and the current situation; the characters and the problems existing of the exploitation and management in its human resources.Conclusions are as follows:I Human rdsources is the most active and valuable resources in all the resources of village and township enterprises.II Because of different property rights, there are different system by the main manager. And his quality is different form other main managers and the capital of the enterprises. However.these two elements here a great effect on the result of his management.III Different and inbalance lie in exploitation and management of human resources in village and township enterprises.But there are still something in common. The same characters are the elasticity in mechanism of employment, the tendency close to his family in management and the indefinition in mobility of trained personnel.Lack of scientific strategic system in management of human resources ,the quality of human resources, the quality of staff on the side and the unhealthy system and mechanism in the management of human resources, and so on.On the basic of the conclusions above, this essay also gives some relevant alive on the exploitation and management in human resources in village and township enterprises.
