As far as the status of Xinjiang's township enterprises human resources is concerned, it has three unadaptable aspects, which are the diathesis of township enterprises' workers and the requirement of socialization industry production to technical professional and manager and workers, the number of township enterprises' technical professional and the need of enterprise production development and science and technology advancement, the specialty level of current technical professional and the township enterprises' demand of expanding science and technology production. By comparing some township enterprises inside and outside Xinjiang and foreign human resource exploitation, and simply analyzing the actualities of the human resource exploitation of Xinjiang's township enterprises, this dissertation has put forward the problems which lie in the aspects of Xinjiang's township enterprise human resources, afterwards has analyzed the data sequence and the status of Xinjiang's township enterprise human resources in different development-periods from 1984 to 2001,and regression equation has been constructed through multi-elementary mathematic statistics method which has explained that human resources have made great contributions to the development of Xinjiang's township enterprise. Finally the dissertation brings forward the strategies exploiting it. Regulate the structure of education and enhance the benefit of township enterprises the investment of education brings. Strengthen the workers' incumbency training of Xinjiang's township enterprises. Intensifying the talent training, especially the minorities of Xinjiang's township enterprises. Performing the building of the township enterprise culture. To make all kinds of talents exert their abilities, the government should establish a favorable environment.
