Human resource management theory is based on the theory of human capital formation theory, and the core elements of development affecting the organization, the people at the center. Since the Government in the social and economic development in the special status of the management of its human resources are more and more countries attach importance to. In contemporary Western, human resources management has been gradually extended and applied to personnel management among government departments, which has become the contemporary Western civil service reform a new direction.However, in our country, although the introduction of public administration theory of human resource management, especially at the macro level, the state has been changed replace old methods of personnel management, human resources management in place of new ideas, new ways, to some extent in this reversed the ruling on the low level of government agencies the situation. However, the township government departments, human resource management activities is not a breakthrough, but also stay with the old personnel management system, and no real integration of human resource management theory one.
