Nowadays, the knowledge economy is in the ascendant, and the information technology is developed rapidly. The enterprise faces a lot of brand-new challenges. Under this background, traditional HR management very difficult to make HR management satisfy enterprise's requests in many aspects. Especially after putting forward the strategic HR management concept in the eighties of the 20th century, the enterprises realize generally that HR management must play the important role which concern enterprise strategy, The enterprise must manage business process reengineering and pay attention to the HR management strategically. HR management should change into strategic manage from administration affairs and routine work. Engaged in the strategic manpower resources management more. On the other hand, HR management is not often regular together with strategy. Strategic HR management is not static, it must be flexibility . In addition, the administrative cost of HR management are raised year by year. Considerating the cost, the enterprise must realize that the transition and innovate is very necessary. So a mode of HR management which accord with the competition environment of era should be set up.The virtual HR management that this article defines is the realization around enterprise strategy, fully utilize the information technology, extend the functions of management of HR, help the enterprise to combine a kind of mode of HR management of the internal and external HR .The actual meaning of the virtual HR lies in that break through the traditional HR to confine to the idea inside the enterprise , combine and optimize HR, fully utilize the HR outside the enterprise conduct activities which correlate with the business target.Furthermore, reduce the HR cost. Different from HR management in the past, the virtual HR management emphasize that the resource and attention should be concentrated on key competitiveness, Expand the strategic field in order to meet the environmental change. The virtual HR management dispose HR according to the particularity and quality principle. The activity which not mostly be used shouldn't be develop and keep but refer to the aid of obtaining virtually.The proposition of the virtual HR management has put forward a lot of theories and practice problem needing to solve with the administrator and the researcher . Though the virtual HR management has been developmenting rapidly in recent years abroad,There are four parts in this paper. In the first part (including chapter 1 and chapter( 2)it nattates the domestic and foreign study related and the cause of writing this paper. In the second part (including chapter (3,4,5) it expatiate the concept of virtual HR management, set up the classification models and summarize the form of HR. In the third part (including chapter (6)it explain the influence which staff and HR department bring after implementing the virtual HR. In the last part explain the question and conflict that we may face in the course of implementing the virtual HR management , and put forward the corresponding countermeasure and suggestion...
