A Theoretical And Positivist Analysis On The Diffusion Of Seed

Based on the characteristic analysis of the reform of the seed diffusion system and the development of the seed industries, this paper discuses the diffusion of rape seed in Jurong country, then the article analysis the side-effects from the present seed management system on the seed diffusion, for promoting the reforming of the seed-management, accelerating the changing and updating of seed-industry structure, and strengthening the property rights protection.On the basis of analyzing of the situation of the rape of good quality in Jurong, several issues were exposed, which lay in different sectors in seed industries. The analyses shows that although government has reformed management system of the seed-industry from several aspects since 1978, the present seed management system cannot meet the needs of the development of seed-diffusion because of spring effect. First, the relatory between regulatory behaviors of governments and business behaviors of seed companies is still not rational, which results in insufficient encouragements for organizations and companies which are engaging in the research, slowing renewing speed of improved variety. Second, there aren't the high effective in the diffusion of planting technology. Finally, there isn't enough incentive for peasant to plant new breed because they cannot get all the benefits.Based on above analysis of the issues, the paper exposed that the externality of seed innovation results in private cost and benefit deviates from social cost and benefit, which slows greatly the diffusion of seed. Because the externality originates from the insufficient protection of property right on new breed and the shortage of incentive mechanism of agricultural technology spread, so the externality should be internalized in following ways: protective principles of new breed property right and government intervention.
