Content: In order to find out the convention of "governing the country by morality ", the theory of comparative history is applied to compare the measures advocated by Confucius and Liang Ch' i-Chao from historical materlialism and dialectical materialism.Firstly , a simple introduction of the origination and development of Confucius and Liang Ch' i-Ch' ao ' s thoughts on "rule by morality", as well as the gain and loss in their practice in history. Secondly, there is a comparition of the measures advocated by them. Their thoughts include "Rule by morality". "Governing by morality "was differences in moral role in politics form the duty of officer, moral code of being officers and the art of being in the circle of politics. In "rule by morality ", the views of "to restore the rite "and "to discard the rite "were based on the virtue and emphasised that the rule must fit the virtue, morality first penalty that morality and law place the same showed that morality and law were used together. In "education for all "were emphasized, "the gentleman" and "the new people "combined the collective interest and the individual interest together oranically. Lastly , according to the practice of our country, The enlightenments are: "rule by morality is a systematic project . When we carry in the measures of morality, the main task is to found materials and take flexible policy. We should found the moral system and put "morality" and "law" in the same place. We must insist "Education for all" and make people have two kinds of moralities "love" and "freedom".
