Overall Building Rural Comfortable Society And Rural Basic Level Party Organization Building

Party building around the objective and task in a certain history stage is an important principle of Mao Zedong ideology of Party building and is our Party's good tradition. The struggle objective of overall building comfortable sociely(OBCS), which was put forward in the 16* Party representative session's speech, becomes the background of strengthening rural basic level Party organization building(RBLPOB), and indicates a forward orientation for RBLPOB. It is a new task how to strengthen RBLPOB around rural comfortable society building (RCSB). The thesis tentatively probes the important task mainly by fact analyses.There are three parts in the thesis. The first one is of the general discussion, mainly probing the dialectical relations among OBCS, RCSB and RBLPOB, and indicating rural basic level party organization is the organizer, propeliant and practitioner of RCSB, and RBLPOB will be carried on around RCSB and judged by RCSB's achievement. The second one first analyzes some problems presently in RBLOPB, such as external conditions, cadre quality, democracy and politics building, activity's theme and way, Party member education, ideological and political education, cadre exchange, relationship between cadres and masses and so on, which are generalized as " eight inadaptalions"; then ,from the potential achievement angle, it analyses RBLPOB will confront some challenges, such as increasing farmers' incomes, quickening small town building, improving measures adaptativc to the rural tax policy, developing rural vocational education, shilling rural surplus labour, drawing trained personnel, remoulding small farmer awareness and so on, which are generalized as " seven hows". The third one, according to the problems and challenges presently in RBLPOB, tentatively probes strengthening RBLPOB's thought and countermeasure around RCSB's objectives and demands in economy, politics and culture from macroscopic angle. The thesis holds that "Party building around economy and Party building for economy", and bringing leading core and cnsuring-serving function into play, should be the emphasis of how to strengthen RBLPOB; holds that if to carry out the task of RCSB, to bring every positive factor into full play, especially the person's one, including enhance rural cadres and masses' quality in economy, politics and culture. The article gives some lips of how to strengthen RBLPOB: to bring forth new ideas in strengthening rural basic level cadre contingent building; to develop rural collective economy in order to provide the material basement for RBLPOB; to take villager autonomy building as core to promote rural democracy-politics building; to take mobile Party member building as breach, and party member quality improving as emphasis, to enhance rural Party member education and management; to take "Three-Represent" important ideology as guide .relatively to educate farmers in ideology and politics, and to strengthen the leading ability of Party in rural spiritual civilization; to open up working channels, to enrich working content, and actively to probe how to strengthen RBLPOB.
