Research Of The Current Shanxi Rural Basic-level Party Organization's Construction

The Rural basic-level Party Organization is the party's ruling foundation in the countryside,the core of leadership to every construction enterprise in the countryside,the forward-edge position of Party's works in new socialism rural reconstruction. Constructing the party encompassing the significant duty and the goal in certain historical stage is a Marxism political party thoughts-building's cardinal principle,also is our party's fine tradition. In The 11th Five Years Plan Suggestion about formulating national economy and social development raised by the Central Committee of the CCP approved of in The Fifth Plenary Session of Party's 16th Session and in the Central's first-ranked document in 2006,The Party proposed the goal of building socialism new-type countryside,which constituted the new background strengthening the rural basic-level party organization's construction. Under this new situation , how to strengthen the rural basic-level party's construction revolving building the new-type countryside becomes an important topic. This article is trying to take the rural basic-level party construction as a breakthrough point,unifying Shanxi actual situation in the current new rural reconstruction, analyze many questions which the countryside basic-level party construction is encountering,and then propose some new mentality solving the questions existed in the rural basic-level party construction , impelling various aspects to strengthen the countryside basic-level party's construction so as to realize the rural reform, development, stable and the comprehensive progress , the Party's historic task in the countryside.The article uses the method of theory -actual analysis ,the real diagnosis and the adduction unifies to make the preliminary discussion to this topic. Besides the introduction and the conclusion,the paper can be divides into three parts: The first part is the research significance to the current rural basic-level party's construction. It discusses the rural basic-level party organization's important status and the function ,and, unifying the Shanxi new countryside development targets, points out the new request during the process of constructing socialism new countryside, which proposed to party's basic-level organization,and brings out the new duty for the rural basic-level party organization in order to implement scientific development view and enhance powering ability to construct socialism.The second part is about the problems existing in Shanxi rural basic-level party organization and its reasons analysis. This paper analyzes the situation from the aspects of the democratic and political construction,the organization and party members establishes,sustainable development and so on and then tries to pursue the reason through analyzing region characteristics,traditional thoughts in this region.The third part is concerning the way to cope with the existing problems. Unifying new rural reconstruction goal which the Shanxi provincial party committee and the provincial government determined, in view of questions which appears,and based on the successful experience which the partial counties and cities countryside basic-level party organization have accumulated,he article gives a summary way to which the Shanxi rural basic-level party organization is able to use to strengthen the construction.
