Study On The Law Of The Fluctuation Of The Scale Of Our Government Expenditure

During the course of transition from planned economy to market economy, government expenditure plays an irreplaceable role. Studying the proportion and the law of our government expenditure to GDP contributes to knowing the transition of our government function, the current situation of supply and demand of finance, the directions of government's finance activities better. Thus the government's public function will be realized better.The research abroad in the field of dimension of government expenditure has already become better and approaching perfection day by day, and has already formed many regular acknowledgements with this. In our country, the concrete national conditions have determined that there is particularity in the change of scale of the expenditure of our government. The purpose of this paper is to attempt to explore particularities of the scale of our government expenditure by making the comparison of the scale of government expenditure in different countries and by contrasting the history and the current situation of the change of the scale of our government expenditure in the transition course.This paper can be divided into eight parts.Chapter one is about the proposition of the question. This part has expounded the backgrounds and the meanings of studying, has pointed out the train of thought and the analytical methods that have adopted in this paper, and has defined the basic conceptions appeared in the paper.Chapter two is the part of document reviews about the fluctuation of scale of government expenditure. In the foreign part, author has investigated several representative theories about the law of government expenditure fluctuation, and has concluded their advantages and disadvantages. It also has analysed their reference values. In domestic part, author has summed up the relevant views about the scale of government expenditure.Chapter three, four, five are the parts of comparison about the scale of government expenditure. The author has summarized the particularities of the changeof scale of our government expenditure by contrasting the laws of changes of the government expenditure of the developed countries, developing countries, transition countries and China, and has made a deep analysis in the reasons. The author has pointed out that the transition of government's function in transition period is the basic reason of the scale of the expenditure of our government with unusual change. The transition of the financial distribution system and the constant inflation of the extrabudgetary fund have influenced the change, too.Chapter six is about the optimum scale of government expenditure. The author has estimated the optimum scale by building a model and has estimated that the optimum scale of our government should be around 27.2 percent.Chapter seven is about the analysis of the scale gap between our existing government expenditure and the optimum. The author has explained the gap and has carried on an analysis deeply to the influence existing in this breach.Chapter eight is the part of countermeasures. In the author's opinion, these measures should be taken: First, we should define the ranges of our government function rationally, regularize the ranges of government expenditure. Second, we should reform and perfect the fiscal and taxation system to increase the fiscal revenues. Third, we should accelerate the coordinated reform in the field of government expenditure in order to improve expenditure efficiency, reduce the waste and loss of the financial fund.
