Benin is an Atlantic Ocean coastal African country. With its geographical position, Benin could have been considered as a maritime country. However, that is not the case, because Benin' s maritime industry has not in anyway made an impact in the world maritime industrial scene since France handed-over the control of this industry.Since 1960 Benin' s maritime industry has developed at a rather slow pace. The only period Benin' s maritime industry experienced some sort of development was between 1960 and 1975. With the nationalization of the industry in 1975, instead of experiencing growth, it has continued to witness a constant decline in the number of ship in the various national shipping fleets and then today no fleets exist.The port capacities are limited. Inadequate facilities and lack of skills are hampering this industry' s development besides; Benin' s port is used by the neighbors country for the transportation.This thesis analyzes the present situation of Benin' s shipping industry, policy and rules then make a comparison with the international shipping industry, it attempts to find the problems faced and then discuss on a strategy for the country' s shipping development.This thesis uses a time sequence method to predict Benin shipping capability, gives an idea on the development of Benin shipping industry after analysis in order to contribute to the country' s shipping industry development.
