At present with the constant development of a socialist economy, there are new demands and new goals for the governments to improve their macrostructure and to speed the transformation of government functions. This is especially important to consummate the socialist market system, and to promote reform and China's open policy, and modern construction. Local governments must build up a set of independent goals and performance models. The evolvement of the mode of administrative functions of governments both in China and overseas.Modes of administrative functions of governments refer to the interaction of three factors, i.e. the market, government and society, and mainly refer to the relation between the government and the market. As the development stages of a market economy are different and, principal contradictions so follow, the scope, content, extent and mode that governments take to intervene in the markets should vary. Therefore, different comparatively independent modes of government functions have been formed.Western countries once experienced a mode of government functions, suchwise that the state's role was at once free and willing to interpose itself overall on the market.What type of modes should the Chinese government select in the new century? Based on the experiences and lessons of developed countries during their development of a market economy, China has formed multi-economic modes dominated by the government.The disadvantages of the existing mode of governmental administration. Although the local governments of China have experienced four large-scale reforms and adjustments, and there have been somehow changes and innovations regarding procedures, methods, personnel and equipment, basically there are still many disadvantages,in the scope of local governmental administration, which are not consonant with a market economy. Firstly, many practices unfavourable to the market still exist; secondly, current administrative evaluation and approval systems create corruption and destroy the orderly function of the market; thirdly, the judicial administration remains far from being ideal; fourthly, the efficiency of the government administration remains very weak; fifthly, the administrative affairs open to the public are still at an unacceptably low level.III. The principal focus for the transformation of the local government administrative modeUnder the conditions of a market economy, the current and urgent problem for local governments is how to effectively balance its role in the consummation of a socialist market and economic construction, how to exercise marketing principles to administer public affairs, so as to raise the quality and efficiency of public administration, and to realize the transformation of the government's administrative apparatus. The mode of the administration of local governments should focus on three transformations: 1. to be a service oriented government; 2. to be an opertationally transparent government; 3. to be a legislatively developed government.The role of governmental functions.Given its role as organizers and administrators in the country's socialist development, it is an important responsibility of local governments to actively promote and accelerate the development of a socialist market economy. The transformation of local governments should be based on their formulated goals. Thus, from a previous 'sideline' role, they should assume a 'pro-active' role and vitalize the many neglected roles currently evident. There should be simultaneous reform abolishment and establishment during the transformation of the government's role, so that local governments can turn their attention to public service, social administration and the economy. The first task is to strengthen the control and administration of a macro-economy. The second task is to constitute market regulations and correct market malfunctions.
