| With the fast development of information technology, especially the combination of computer and communication technique, Human society stepped into the new era of informatization. Information technology drove a revolution of productivity continuously, and it must place a premium on the revolution of the relationship of production and superstructure. The governmental information is a kind of important resources of the state, which is produced, obtained, used, spread, kept and treated by governmental departments to carry out their duties, it is owned by the publics and used for the social information review and the study on economy, national defense and science research etc.. So we should open the governmental information as possible as we can, and make it used by the people as much as possible. The government plays the role on their transmission, while it changed from the government in industry era (Traditional government) to the government in information era (Modern government) . Because of the weightiness and particularity of governmental information, the progress of the national and social informatization is determined by the standard of government informatization . So the government begin to work from the foundation of OA system, build a connection network to fulfill their functions, expand the content of government informatization, and form a new management mode: E-Government, which is the goal of government informatization. Government can improve many governmental behaviors to get this goal, and the detail is E-government affairs. The content of it is very wide, and is different within countries. In China, it includes three parts: E-government affairs among governments; E-government affairs between government and enterprises and E-government affairs between government and citizens.At present, our government informatization has stepped into a fast developing term, but still at the beginning and behind to the countries with advanced information technology. Because of the important sense for the government and society, the standard of government informatization take great effect on the informatization of national economy and society directly. The problems on the process of government informatization hindered their step to deep in. From the view of subjective and objective, the major problems are: the lagging concept of traditional administration; lack of uniform strategy and organizations on the progress of government informatization; insufficient application of information knowledge and technique in officials, also with some wrong cognitionto government informatization; what's more, the complexity of governmental management and the obstacles from the traditional administrative mechanism; the lagging information infrastructure and the unbalance developing of regional informatization; low network technique and the problem of safety & secrecy; insufficient governmental information and lack of expertise etc..To the problems mentioned as above, our government informatization should based on the experience of the developed information countries, under the principles of " development integrity and balanced in applications with the guide of needs, information resources share and secrecy," step out in the building of government informatization , take measures to resolve the existing problems , catch the standard of international progress, promote the transformation of governmental functions and administrative efficiency. The major counter measures are as following. 1. Widen social propaganda and raise the officials' competence. 2.uniform strategy and integrate the information resources. 3. Transform government functions and constitute supporting policies. 4. Attract private and non-government investment on government informatization, 5.
