Our country with a long history nowadays walks on a flat road to rejuvenation from all-time low of recession within less than one century's time. Especially for the 20 years' of reform and opening to the outside world, under the correct leadership of the second and the third generation of the central leading union which are represented by Deng Xiao-ping and Jiang Ze-min respectively, our country has stood the hit of the disintegration of Soviet Union and the violent change of East-Europe, has stood the western peace evolution, has kept the stability of the society, and the economic has developed quickly, too. Our country's comprehension power is increasing everyday. But we should be vigilant in peace . We should see clearly that some destroying power in or out of our country affects the stability of our country, hold up the economic development of our country. We should be aware of obstacle when developing, and we should also be aware of the hidden crisis when we celebrate our achievements and be ready to cope with any trouble. Worry when there is no problem is for dealing with problem calmly and with no fear. Like what Jiang Ze-min said: The better the situationis, the more we should seize the opportunity, make good use of the opportunity to develop ourselves. In the meantime, we should be clear-minded and realize that the challenge China faces in the international society and that the problem in our country, think of danger in times of safety and work more diligently.Our province is a big agricultural province. After 20 year's reform and development, under the leadership of the Provincial Party committee and the Provincial Government, the social , political and economic situation is very good. The establishment of the system of contracted responsibility linked to output aroused the productive enthusiasm of the farmer. The building of the villagers' self-government group greatly improves their consciousness of participating in government and political affairs and enlarged farmer's autonomy. The general social situation in the countryside is good, the social politic is stable and the people enjoy their life and work. That connects closely to the full playing of the government's function. Government behavior has made great achievements in safeguarding social stability of the countryside. But in the process of deepening reform, there still exists the unstable elements. There are still many problems about government behavior. So, this article made a major analysis of unfavorable factors affecting government behavior in countrysidefrom ten aspects. It analyzed: the main problem of the government behavior in safeguarding social stability in the countryside. That is: government behavior runs counter to the rule, which overloads farmers; leader's quality and ability of the government organization are not so strong; the investment which government puts into culture and education for farmers is less than they need; the measurement government used to safeguard social stability is not proper; law-enforcing organization of public security abuse their power, get interest with power, etc. By analyzing these problems, we can further realize the effects of government behavior in safeguarding countryside stability, further define existing problems, keep consciousness of sorrow, find the problem so that we can take proper measure. This article puts forward its countermeasure of analysis to the problem existing in the countryside about government behavior from six aspects. It sets forth its view especially from the aspects of improving the relationship between government and mass, enhancing socialism democracy, consummating socialism legal system and how to strengthen the grass-roots party organization in the countryside.
