Resources cities in mature or declining period generally face such problems as resources exhaustion, environmental pollution, single industry structure, difficult local finance, heavy employment pressure of laid-off workers, slow economic growth, strengthen of social destabilizing factors. The economic transformation of resources cities is the difficult problem in the world that hasn't yet been resolved so far. The industry structure adjustment of exhausted resources cities is the difficult point and key of the strategical adjustment of national economy, and it is the important component of revitalizing old industrial base of the Northeast. â…¡. Document SurveyAs early as the beginning of 1930s, western scholars had carried on initiative research on resources cities. From the beginning of the thirties to middle period of the seventies, they carried on the positive research mainly targeting on the single city or several cities in the specific area, and the focal point of the research contents is put on the demography characteristics, building and urban planning problem and a great deal of social concerns in remote city of single industry. After latter stage of the seventies, they paid close attention to the life cycle and sustainable development, economic structure adjustment, structure of labor force markets, labor force characteristics of resources cities and impact on resources cities with the integration of world economy gradually, etc. Since middle period of the eighties, they have begun to question whether the development of resources cities accords with development model set up previously, and carried on certain innovation on the content and method, and the describing and conceptual positive research results are relatively more, but the standardizing research results of the theory are relatively less. They began to utilize the concept of the economic structure adjustment and sustainable development and the segmentation theory of labor force markets to carry on the research of the resource type city.In our country, the research on resources cities mostly emerged from the end of 1970s to initial stage of 1980s. After middle period of 1980s, many problems appeared in some old resources cities and aroused the attention from a lot of scholars, the research results of whom can be roughly divided into two big classes: 1. research on economic transformation of the individually specific resources cities or areas; 2. research on some general problems of economic transformation of resources cities. In our country, relatively more scholars regard resources industry as the target while carrying on the research of this field, and relatively less ones target on resources cities. Compared with western countries, the research scope of scholars in our country is relatively narrow, and they generally study the characteristics and existing problems of resources cities in the induction method and macroscopic angle, and the research approach is comparatively single.Looking comprehensively at theoretical research both at home and abroad, we can find that scholars seem to have not put forward clear and effective train of thought on how to select the substitute industry on earth in the course of the transformation of resources cities. They have not carried on the research from the angles, such as the whole economic environment, economic system, particularity of regional economy, etc. Fuxin City is a pilot project of economic transformation of Chinese resources cities, whether the mode of Fuxin City is successful has important meaning for the economic transformation of China's other resources cities.â…¢.
