Study On The Issue Of A New-Type Industrialized Way In The Northeast Of China

One of the hot issues on the theoretical researches of social economic development is to revitalize the Northeast old industrial base in China by means of a new-type industrialized way, which is one of the most significant workable strategies the Party made in a brand-new stage in this century. The development of the Northeastern part will contribute to a new economic growth pole in China, which plays a dispensable role in promoting an coordinated development in regional economy as well as maintaining national sustainable economic development and social stability.This essay identifies some relevant terms, such as industrialization and new-type industrialization. Industrialization means that the change of productive forces gives birth to the corresponding Relations of production and facilitates its development, thus a new Mode of production comes into being. Therefore, it brings about a new productive and organizational mode, a new resource-distributed mode, and a new industrial organizational form, which are in conformity with the new productive forces. We are supposed to take the new-type industrialized way to persist in promoting industrialization through Informationization and vice versa, in order to realize the conditions with high sci-technology, profitable economy, low consumption of resources, little environmental pollution, and advanced development of the human resources. Compared with the industrialization in some developed nations, the new- type industrialization, which focuses on the driving force of Mix ownership, has the features of sustainable development, full employment, and information. Different from the traditional industrialization, the new one puts emphasis on both the functions of market mechanism based on the realized mechanism, and the intensive economic mode, as well as opening up to the outside.Though being explored for a relatively short period, the northeastern part of China has a long history of industrialization which began in Qing Dynasty. It has been shown that the industrial development in this area has been continuous even with difficulties. It also has been brought an unprecedented opportunity by the establishment of the new China. This area has been developing a lot since the reform and opening-up. This essay tries to make an observation on the stage that the Northeastern industrialization is in now, using the Chenery-Syrquin's model. It is proved that the economic development in the Northeast has already been soaring, which means that we have been in a new leap-type developing stage, and that we are suggested to take the new-type industrialized mode to develop our economy.For such an old industrial base in China, there are special advantages for the Northeast to realize the new-type industrialization, as well as difficulties. The advantages are those of human resource capital, of industrial foundation, of historical opportunity, and of information antecedence. The difficulties are as follows: 1) The economic indicator is falling continuously; 2) State-owned economy occupies a large proportion but with low efficiency; 3) The heavy industries are short of international competitive capabilities; 4) The traditional industries of resources have lost a comparative advantage; 5) Agriculture develops slowly; 6) The issue of employment is serious; 7) The extent opened is relatively inadequate; and 8) The process of industrialized hi-technology develops slowly.Aimed at overwhelming the difficulties, it is investigated that the new-type industrialized mode adopted in the Northeast should be carried out through the following: 1) the systemic innovation of Enterprises, i.e. to set up a more perfect modern system with a turning point of the contributor's system in state-run assets; 2) the change of structure, i.e. to give support to those industries with high comprehensive profitability, great growth potential, and the abilities to advance the local economic growth thus to accelerate the evolution of the industrial structure; 3) the substitute of resources, i.e. to...
