China is a country with expansion area and various climate and has the diversity of resource of ornamental plants' seed, which was honored the title "Mother of world Gardens" . With the policy of reform-open, china's flowers and plants industry sprung up at the beginning of 1980's. Although China' s flowers and plants industry has reached a considerable level after the development of past decades, it still has some problems which need to be solved urgently after China joins the WTO.On the basis of first-hand cases, the paper defines systematically the industrialized management of flowers and plants. Reviewing the history of industrialized management conception and analyzing it's theoretical basis, the paper explains the practical significance of implementing the development conditions and environments for China' s flowers and plants industry. In succession, the paper systematically analyzes the origin of the industrialized management of flowers and plants in China. The industrial flowers and plants which chiefly consist of has made a great progress with many years efforts, however, its major disadvantage is low degree of market and industrialization, lacking of competitive power and unfitting of market economy; the foreign successful experience indicates that the industrialized management of flowers and plants is the result of development of flowers and plants industry, which has the advantage of specialization of production, an integrated system for the management, commercialization of production and so on. Therefore, the China' s flowers and plants industry must reform the fashion of small-scale management and producing primary production and the aim which pursues to increase amount. Then the necessary choice is industrialized management of flowers and plants. Subsequently the author brings out 3 organizational patterns and 5 types of development management when analyzes the situation of China's flowers and plants industry.As a result, the industry of flowers and plants will be confronted with serious challenge after China joins the WTO. Meanwhile there are also good opportunities for the development of China' s flowers and plants. For example, it is in favorable of attracting foreign capital, adjusting industry structure, expanding export, developing privately owned enterprises and protecting legal benefits in international trade by using dispute settlement system of the WTO. In order to tackle the challenges provided by joining the WTO, it is essential to adopt industrialized management of flowers and plants and put it into practice. Finally, the paper proposes countermeasures to satisfy the strategic objective of industrialized management of flowers and plants, such as advocating comparative advantage , expanding the capacity andimproving environment. |
