In 1935, the Kuomintang government reorganized the Farmers' Bank of Four Provinces which was established under the former Rural Finance Relief Office into the Farmers' Bank of China. After implementing of Legal Tender policy and specialization of the four banks, the Farmers' Bank of China unified agricultural loans gradually and became the Kuomintang's national agricultural specialized bank. The establishment of the national agricultural specialized bank is the important symbol of the modernization of the rural finance.This paper probes into the causes, course and development of the Farmers' Bank of China and analyses the changes of its role and function under the back ground of modern politics and economies of china and development situation of rural finance. It also analyses its achievements and results and inspects and evaluates the effects of the Farmers' Bank of China on the rural economy and its driving effects on modernization of the rural finance through the special viewpoint of the agricultural loans.
