Nowadays the finance is closely linked with economic development, also the rural financial problem is being paid close attention. Though there is great improvement in recent years in the rural finance of our country, the rural finance of our country still have questions, it affects the agricultural development and prosperity of the rural economy in our country.At first, this essay carries on an objective description to the composition organizations of the rural financial system, and has reviewed their historical process. Then compare the rural finance of our country with the urban finance and U.S.A.'s rural financial system. Through comparisons, this essay discloses rural finance's characteristic and the existing problem of finance to get off.Secondly, this essay carries on actual analysis by using a large amount of quantities and measure economic model. Have used augmented dicky-fuller test, cointegration test and Granger causality test to examine the relationships among the increasing of rural deposits, agricultural loans, and the increasing of the gross output value of farming, forestry, animal husbandry and fishery in China, the result shows that there are reliable cointegration relationships among them, but there is not presence of Granger causality among them. That is to say, though the rural finance of our country has certain function on agricultural development, but some factors have hindered the full play of rural financial function. Then calculates the rural financial demand of theory in conformity with rural economy development, the rural fund that really can be obtained at present, calculates the size of shortfall of the rural finance and reflects the variation tendency of this breach.Finally, according to rural finance of our country and the world situation, put forward the measures of improving the rural finance, which are we should introduce the competition mechanism of the market, increase the input in rural policy- related finance, build the assessment system about the rural financial institution achievement and reform the rural finance system further.
