On Application Of BOT Model In Chinese Airport Construction

With the rapid development of Chinese civil aviation,a high tide of construction and development is coming for civil airport.However, the character of constructing airport is a huge investment ,a long term,and a slow capital return.So,on the basis of investment from civil aviation and local government ,bank loan,foreign investment,stock and bond,etc. we face a lot of important subjects. The main appoint of this article is:broading the ways of collecting fund and solving the promblem of lacking much money for airport construction needs innovation of collecting funds. BOT is an important way of collecting funds for constructing public basic facilities. As a successful and mature means which is used in international large projects, it can be used in Chinese airport construction.We mainly discuss the usage of BOT model in Chinese airport construction. I hope to offer a new idea and a new way for accelerating Chinese airport construction, according to the research of BOT model. The main innovative appoints of this article are :First,after analyzing the situation nowdays and main problems of airport construction,I suggest we need BOT model.Although there are some articles which think BOT model can be usedin our basic-structure construction,but they focus on electrion, water supplying, express road, bridge, ect.so nobody research the usage of EOT model in airport construction. Second, I introduce a practical case in Chinese airport project, though the project hasn't approved and started. I analyse detailedly the backgroud and abstract ,suggest my feeling which is useful to practical project of BOT model. Third, I analyse BOT model's prolongation ,TOT model. For TOT model introduce the rule of competition ,so it is an active measure.In the process of writing this article, I received help form professor sheng-dao Gan, civil Air Southwestern management bureau^ Chongqing Airport, and so on.
