This topic tries to study the internationalization strategy of small and medium enterprise(SME) in the view of culture ,basing on the case study of Macau Vodatel systems internationalization and cross culture management. The author wishes that the study is helpful to recognize and understand the importance of cross culture management during the period of implementing SME's internationalization strategy, promoting SME's internationalization.Basing on SME internationalization economy theories and culture difference theories review, the topic discussed how the culture affects SME's internationalization communication, motivation and leading mode, then point out cross culture concept.Discussing SME internationalization strategy concept, the topic pointed out that the fusion of cross cultures guarantees the success of SME internationalization strategy, and it is the key point that identify with culture on the base of estimating local morality and culture tradition to realize fusion of cross culture.The topic summarized Japanese, USA SME's experiences of cross culture management which we could adopt by the method of studying Japanese and USA SME's internationalization history and the internationalization cases. Meanwhile, the topic summarized cross culture management experience of developed countries on the organization design and human resources management.Reviewing Macau Vodatel systems internationalization's history, The topic summarized Macau Vodatel systems internationalization's experiences: the culture fusion resulted the success of internationalization in china and south-east Asia countries; the culture collision resulted the failure of internationalization in Australia and Portugal.Under the new situation, Macau Vodatel systems faces the challenges of global economics integration, the rapid Syncretization of eastern and western culture,the Chinese entry of WTO, Macau Vodatel systems internationalization strategy have encountered great difficults. Contrasting the enterprise culture of Vodatel systems and western country SME, the author gives the basic suggestions of improving the cross culture management: The first is realizing cross culture self-identity basing on respecting people; the second is establishing culture fusion human resource management basing on the local staff; the third is creating flexible enterprise construction and mechanism.
