Views On The Perfection Of The Passport-issuance System In China

Passport is a valid travelling document issued by the authorized immigration department of a sovereign state for the entry and exit of its citizens, Which also certifies the owner＇s nationality．Passport system is the law and international practice of the management and utilization with relation to passport．After World War I, many countries have enacted passport law to fit in with the growth of international immigration and emigration activities, to administrate and control its citizens' outbound travel. In China, going abroad is quite "mysterious" to most Chinese due to the influence of long-time feudal close-door policy. And people lack the knowledge about the nature, function and utilization of passport. In academic circles, little has been done to probe into the passport system on the theoretical plane. The experience of other countries for reference is rare. Laws and regulations concerning the management of passport are incomplete and lag behind. Setting-up special organs is comparatively late. The present system does not incarnate the centralization of authority. With the establishment and enforcement of our opening-to-the-outside-world policy ,much more attention has been paid not only to passport itself, but also to the re-set-up and perfection of the passport system. There is a great demand for this system. The department concerned are taking active measures to adapt themselves to the new situation, which include more researches on this system, drawing the experience of foreign countries just in order to improve this system. attaching much importance to the protection of people's legal rights relating administration. Observing the development and change of the situation, the legislature has the idea of law of the People's Republic of China on passport. After several years' investigation and study, this has been placed on the agenda. Thus it can be seen that the perfection of passport system has attracted the attention of our society, for it is of vital importance to the smooth implementation of our open-door policy, to the good image and reputation of the People's Republic of China, to the immediate interest of our citizens. Therefore, this thesis analyses and elaborates the passport system in the following aspects: the survey; the procedure of development and present situation in our country; the comparison between our system and those of other nations; the proposals regarding the perfection of our system, and at last putting forward the author's own suggestions.
