This paper concentrates on the technology of risk analysis and states relationships of risk, contract and claims in order to help the contractors to analysis and predict claim risks in the early stage of a project.Adapting the systems engineering theory and with the contract analyzing, the paper announced the essence and the identification of claims. The concepts of the contract initial state, the contract objective state, the contract ideal state and the contract real state are given in the paper. And the theory of contract changing with the time and law foundation of claims was discussed. The paper also found a mul-layer fuzzy evaluation model of contract in order to analyze the contract state rational and identify claim events early.The paper emphasizes that the analysis of special events can find claims early.
