The contractors are facing with enormous risks in overseas' projects because of the complication of projects, the uncertainty in both of the internal and external environment. The claims are always connected with risks. This paper concentrates on the technology of risk analysis and states relationships of risk, contract and claims in order to help the contractors to analysis and predict claim risks in the early stage of a project.Adapting the systems engineering theory and with the contract analyzing, the paper announced the essence and the identification of claims. The concepts of the contract initial state, the contract objective state, the contract ideal state and the contract real state are given in the paper. And the theory of contract changing with the time and law foundation of claims was discussed. The paper also found a mul-layer fuzzy evaluation model of contract in order to analyze the contract state rational and identify claim events early.The paper emphasizes that the analysis of special events can find claims early. Schedule analysis and cost analysis are effective methods for identifying claims finally and calculating claim values, but they always keep behind of the contract and events analysis methods. Claim identification has different contents and methods in different stages. International projects' contractors should emphasis early-stage management of claims梡redicting claim risk elements and identifying claim events early.A network organization is the powerful guarantee for contractors' claims management work. It is pointed that an effective network organization that is competitive and innovative is suitable for international project management. It's a change and rise compared with the traditional ones.
