In recent years, the initial allocation of water rights has been widely concerned in our country. From a point of quantitative view, there are few methods of water rights initial allocation nowadays. Because of it, the present dissertation first sets up a hiberarchy of water rights allocation just on the foundation of literature research. The first arrangement is water rights should be allocated from valley to each region. The second one is to allocate water rights from region to different departments of it, according to different function of water. Secondly, based on the synthetic analysis of basic theories of water rights, efficiency, equity and sustainability are approached as principles of water rights initial allocation for the first time in this dissertation. According to these principles, a complete set of indicators of water allocation is constituted. Based on it, a model using the theory of semi-structural and multi-objective fussy optimal selection is set up. By this model, water rights for the first time can be allocated. Then a model of water rights allocation for the second time is set up, using the theory of goal programming. Thirdly, demonstrations of two models are given. Through calculation, the models are feasible. At last, measures and suggestions about water rights initial allocation are advanced, in aspect of evaluating and researching on amount of water resource, working out domestic water quota, irrigation quota and water use quota of different industries etc.
