Research Of Resources Allocation Model In Emergency Decision Of Unconventional Incidents

With informatization and industrialization developing rapidly and social economic booming, the rapid development of society turns to be a double-edged sword. The level of life is improved. However, at the same time, our life becomes more dependent on resources and each functional system of society is connected closely to finally possess complex giant typical characteristics. In this case, unfortunately, emergencies also easily set a more serious impact on society, ecological environment and people’s life and property safety. For the past few years, unconventional emergencies happened occasionally. As society has been developing, the complexity has been increasing continuously. Emergencies of social security, natural environment disasters, accidents and health events have raised increasing stronger damage, increasing number of disasters and increasing serious level of harm, which results in an enormous influence on the production life and social order. According to these phenomenon, "How to carry on an effective response to emergencies" becomes a social hot research point. The critical guarantee of the emergency response is resource allocation activities of emergency decision-making, which also becomes one of the core issue in the emergency management research field.Resource allocation of emergency is a tool of multiple resource base, constraint, requirement base, goal and transport. It simultaneously troubles in the complex problems of dynamic change information and resource sharing. After unconventional emergencies happening, how to better use the existing resources to make the fastest and best response and ensure emergency supplies arriving quickly is the powerful guarantee to the smooth rescue. Because scarcity and urgency of goods and time are always happening in the response process, how to de better resource allocation becomes the key point of whether we can effectively cope with emergencies. During the emergency response process, after scenario analysis and problem identification, the most significant is how to use emergency resources highly efficiently to restrain, mitigate or eliminate the accident influence.This paper focuses on the research object to the emergency decision-making resource allocation activities in emergencies. It analyzes the nature and features of resource allocation activities and establishes the general model to describe the elements involved by resources allocation activities to provide a reference for normative, effective and comprehensive resource allocation decision-making. In addition, the paper puts forward the emergency resource allocation optimization model from the angle of decision-making optimization.
